California psychologists cannot prescribe medication (Per Section 2904 of the California Business and Professions Code).

The patient's physician is the only person who may lawfully prescribe the medication for the patient, although the patient’s psychologist might maintain a close consultative relationship with the patient’s other caregivers, as part of the patient’s overall treatment plan.
