It is not fashionable to admit to a fondness for comic book characters and cartoons. And any discussion of television violence always includes mention of violence in cartoons.

Let this television critic make: a confession. I love cartoons. Often during the early morning, when I should be devoting my mind to the mass of news and information provided me by the morning shows on ABC, CBS and NBC, I switch to cartoons. However, they often are not as funny as some of the politicians and government officials I have been viewing. Consider some of the turkeys the networks have offered us this past season.

Can even the most ardent critics of the networks really admit that he or she would not prefer "Bugs Bunny" cartoons over re-runs? The early evidence this year is that people are not watching reruns the way they used to. Network programmers are not sure why this is so. Some suspect that people are just plain bored. It is very easy to say that the networks have only themselves to blame. They have predicated their programming on a 22-week series followed by re-runs.

That doesn't seem to be working any longer. It may be that they will have to start planning for 12-month programming. Even putting financial considerations aside, that is not something that you can crank up overnight. Ideas and talent are not in abundant supply. Rather than take this move by CBS as a confession of programming bankruptcy, it is possible to see in it a recognition on the part of that network that something changed this season.

Viewers said, in effect, that they wanted new and different ideas in programming. "Bugs Bunny" is probably not a long-range answer- -though it will be fascinating to see the ratings. But if we can look beyond the cartoons, we may see something more promising: a recognition by the networks that they are boring people with re-runs, that they have to break out of the present recycling theories of programming. That is why, if you tune in next Tuesday night and are asked "What's Up, Doc?" you will know that what's up is something more significant than a rabbit cating a carrot.
