1. Prevention of exploitation.

2. Development of economy by improvement of agriculture, comprehensive land reforms, soil conservation, afforestation, irrigation facilities etc.

3. Employment generation in allied activities like horticulture, animal husbandry and cottage industry.

4. Improving the basic infrastructure of health, education, training, communication, marketing, credit and electricity supply.

5. Attending to problems of special groups like the displaced persons, migrants, bonded labourers, forest villagers, shifting cultivators and the most backward groups.

6. Review of forest and excise policies.

7. Improvement of environment.

Three Tier Planning Structure of Tribal Sub-Plan:

The structure has micro, meso and macro levels of planning. The micro-region is coterminous with a development block, the meso-region is to be coterminous with a block involving three to five lakh people having comparable levels of socio­economic development and the macro region will be formed of bigger tribal belts for planning of tribal development.

The functions envisaged at the three levels include the following:

1. Micro Levels:

The functions are (i) education up to higher secondary level, (ii) elementary health services, (iii) agricultural extension, (iv) supply of agricultural inputs, (v) minor irrigation schemes, (vi) elementary veterinary services, (vii) multipurpose cooperatives, (viii) local government, (ix) household industry, and (x) village approach roads.

2. Meso Level:

The functions are (i) higher general education, (ii) technical and vocational training, (iii) manpower planning and employment services, (iv) advanced health services with referral facilities, (v) agricultural research extension, (vi) seed multiplication farms, (vii) soil conservation and land management, (viii) apex integrated credit marketing structure with adequate godowning and buffer stock facilities, (ix) development of road and communication infrastructure, connecting market with state/district highways, (x) distribution of network of power, rural electrification etc., (xi) local resource based industries with adequate market linkages, (xii) forest management, (xiii) horticulture development, (xiv) complementary development programme in the hinterland and of bigger industries, and (xv) minor and medium irrigation projects.

3. Macro Level:

The functions are:

(i) coordination of activities in tribal development projects, (ii) agricultural research on a regional basis, (iii) direction of the various sectoral programmes in the project, (iv) development of major irrigation projects, (v) river valley development, (vi) industrial and mineral development of the region to ensure complemen­tarity of the project level development programme, (vii) marketing support projects, and (viii) evaluation.
